Installed the newest Jetpack and the Application icon only shows the first page

I have a Jetson Xaviar.
The latest Jetpack was installed to the onboard 32 GB of flash using a USB cable. The installation appears to work OK except when click on the application icon in the lower left, only the first page of applications can be accessed using the desktop.

What did I do wrong?
Is this a Jetpack bug?
I don’t want to put a lot of effort into configuring Ubuntu until this is resolved because I may need to flash again
