And is there a systemd command which mimics going to run level 5 from this VGA console state (A.K.A run level 3 in inittab terminology?

Use
systemctl isolate
e.g.
systemctl isolate multi-user.taget
for RL3
systemctl isolate graphical.target
for RL5
systemctl get-default
to display default target
systemctl set-default
to set default target
on kernel cmdline:
systemd.unit=multi-user.target
IIRC, e.g. “init 3” still works for backwards compatibility but not sure about this.
