Yes, that is expected. That port needs to be in otg or device mode to at least support device mode.

NV devkit known issue is coming from the Cypress PD controller on it which causes OTG not work.
If your custom board is not using Cypress PD controller then it has nothing to do with Devkit case.
OTG is supported already. It is just not working with Cypress PD.
