Jet pack 4.3 cannot install opencv

My tx2 installation appears like the following during installation of opencv, or try with sudo apt-get update:

when I install numpy 1.16.1 or 1.18.1,
it also has a problem , reminding me a lot of libraries are lacked in usr/bin
