JetPack runs on an Ubuntu PC host. Flash goes through the micro-B USB cable, extra packages get installed over wired ethernet. When a Jetson connects to an Ubuntu host via micro-B USB and is in recovery mode it becomes a special device understood by the driver package (JetPack is a front end to driver package flash and extra package install).
Be aware VMs won’t work.
Specifically, 3.2 should run on an Ubuntu 16.04 host.
This is not strictly true. I’m using a Parallels VM (Ubuntu 16.04) on Mac, and it works just fine. But it’s not supported (so if anything goes wrong, you’re on your own).
