JetPack 4.3: libnsl, ntp

Hello,

I have Xavier burned with JetPack 4.3
Is it possible to download libnsl, ntp without connecting the Xavier to the internet ?
I prefer downloading the deb files and then install them on the Xavier.

You can put it into your BSP folder/rootfs and it will be there after you reflash the board.
