Jetpack 5.1 over current issues

Hi there,
I have installed Jetpack 5.1 on Xavier NX.
I am using a standard power supply that outputs 12V , 5A
I have selected the 20W 6 core mode.
When running our application i get this annoying popups which moves my power mode to 10W 2 cores.
I know all about the IANA power limiter for warning and critical , and i know that on jetpack 5.1 you have no way to mess with them since it is inside the kernel and not exposed to a change.
I can not understand why the throttle happens on a TX2 with the same application we have no problems and throttling so how come that on Xavier NX we get them ?
Any advice would be appreciated

Are you using the devkit or custom board for Xavier NX?

Could you share result of the following command on your board?
