Jetson-20-1-h1 Xavier-NX eMMC (Flash) Error: Return value 4

“Error Return value 4” when flashing a working yocto image to a Jetson-20-1-h1 Xavier-NX eMMC. This is the first time I’m encountering an issue flashing this image to this type of board. The only difference is the supplier of this kit (seeed studio). Tested flashing with working carrier board from NVIDIA, resulting in the same error code. When flashing, it stalls right after the NV3P_SERVER is accessing offset 20658 after boundary partition size 196608:

[ 108.4317 ] Writing partition bootloader-dtb_b with tegra194-p3668-all-p3509-0000_sigheader.dtb.encrypt

Other relevant information: This was flashed from an Ubuntu 20.04.2 VM, as well as an Ubuntu 18.04 SMP machine with NVIDIA SDK Manager 1.8.0.10363 - Intel Celeron J4125 CPU - GNOME 3.28.2 64-bit System (both the VM and Ubuntu machine give the same error and behavior). Here is 3 seconds into the flash (relevant board information):
