It is strong pull-down to the pin. You should change to level shift without such high level output or the power supply timing so as to avoid pin level change during power on.

Can you please share the full part number of your 64GB module? Also please share the part number of your devkit module and 32GB module. The part number is printed or label on somewhere of module.

32GB PN is 900-1301-0040-000
Developer kit module has 695-13701-0000-500 and was taken out of a 945-13730-0000-000 developer kit.
