If Jetpack is already installed in Jetson, do I need to download SDK Manager?
If you are sure the version installed on it is what you need and can run properly, then no.
But if you are new to Jetson, I would suggest you can learn how to flash the board in case it got crashed one day.
JetPack/SDK Manager tends to be used on the host PC for flashing the Jetson over USB. You might find something with related naming on the Jetson, but the actual SDK Manager runs on the host PC only, not on the Jetson.
