please check $ cat /etc/nv_tegra_release for l4t release version.
Release version is 32.5.1， board： t186ref

it’s starting with L4T release 32.3, to include the Jetson-IO tool to simplify the pin configuration.
are you download and install Jetpack release with NVIDIA SDK Manager? could you please try re-install the image for confirmation,
