Are all of the Jetson Orin Nano Super Developer Kits made in China?

Is there any way to purchase a board without the SOM that is not made in China?

I have reached out to every partner for carrier boards. All that are comparable to the Jetson Orin Developer Kit board are made in China. Is there a way to obtain just a board (no SOM) directly from NVIDIA that was not made in China?
