jetson tx2 VIN_PWR_BAD control circuit do not understand

hello everyone,
i am designing a tx2 customer board of mine, i am confused with VIN_PWR_BAD circuit, i have referenced the doc of jetson tx2 oem product design guide, and i know VIN_PWR_BAD will stay low until main power has stabled, the problem is the RC delay circuit can not been understand, how it make VIN_PWR_BAD signal high ,thanks!

is that 5v pull up resistor already connected in tx2 module?
