Jetson Xavier NX SDK Manager

What a way to spend a week-end. Have Xavier NX that has been running run a few months.
Downloaded SDK Manager. No errors reported.
Host components all show no errors and installed.
Target components - Cuda installs.
Remaining components Vision, Container, Developer Tools all fail.

They all produce basically the following error:

Host is Ubuntu 18.

Host runs very large Torch applications on GPU with no issue.

Any suggestions as to what I am doing wrong?
