Jetson Xavier nx USB2-port3 cannot enable

I used the jetson Xavier and designed carrier board ,we used hub chip rts5411

but the dmesg | grep usb message

usb2-port3 cannot enable ?
I HAVE a official Xavier NX carrier board.used the hub chip rts5411s . usb-port3 is OK

HOW to change the rts5411 drivers?

the issue is RTS5411 HUB chip. USB3.2 HUB no woking. USB2.1 HUB is ok?
