We’re working on a custom carrier board for Orin NX, where it would be handy if one PCIe device (e.g. an ethernet controller) could use REFCLK signal from another PCIe port that doesn’t have anything connected to it.

No, it is not possible to do so. The REFCLK signal and the controller is a pair.

Okay, could you clarify what changed between TX2 and Orin that made this impossible? Is it possible on Xaviers?
No, that is not possible for Xavier either. The PCIe controller structure (hardware) on TX2 are totally different from Xavier/Orin.
