Because our test environment is pure source +ubuntu 16.04. So maybe you can check pure source first.

Use flash.sh to flash the board again. The quick start guide from dlc should teach you how to use that.
What you were doing is build the kernel module and copy that to the rootfs. Rootfs is what going to be flashed into jetson.
We have done successfully generated kernel_supplicants.tbz2 using following command:
tar --owner root --group root -cjf kernel_supplements.tbz2 \lib/modules
Now we need to flashing the device again using flash.sh file. For that can you share any reference link or document.

- sudo ./apply_binaries.sh
- cd tools/
- sudo -r …/rootfs/ ./jetson-disk-image-creator.sh -o quectel_sdk_nvidia_2gb_include1.img -b jetson-nano-2gb-devkit
After that generated image file load into the SD card using windiskmanager application.
No, this is not what we are talking about.
You don’t need to generate any sdcard image. After apply_binaries.sh is done, just use flash.sh.
Flash.sh will help install those things to your sdcard, you don’t need to pre-install anything to it.
