I have downloaded the JetPack. It is not very clear on recompiling the kernel and building a root FS. Is it documented somewhere on how to build the kernel and rootfs?

There is a “Documentation” download here (the R27.1 page…this may require a separate login registration):

Within the Documentation is information on kernel build…point your browser at the “index.html” file. You’ll find a section “Advanced Setup and Customization” which contains kernel building information.
