Licensing for M10 cards on my hosts

I have 4 Esxi 6.5 Update 2 hosts
We have VMware Enterprise Plus Licensing

my users do not need dedicated drivers on each VM the drivers will be installed at host level and shared my the VM’s

do I need additional nvidia licensing or is my mode of using covered under enterprise licensing?

From your description it is not really clear what you are going to achieve but I assume you want to run an intercepting technology like VMWare vSGA or MSFT RemoteFX. In both scenarios you need Nvidia vPC licenses for every user in addition to the VMWare license.
