Make sure the NVIDIA USB Recovery mode driver is properly installed (if host runs Windows OS).

In recovery mode a Jetson becomes a custom USB device which is understood only by the “driver package”. That package is only compatible with Linux and there is no possibility of running it from Windows.

I believe this is just poorly worded documentation. Being able to see the recovery mode Jetson from Windows does not allow flashing from Windows because there is no driver there. In reality I believe this is saying to add dual boot with Linux. There may be work being done on this which I am not aware of, but it would be a daunting task to make flash work under Windows.
