nearRangeM(i.e. range_min) of rtx_lidar dosen't work on Isaac Sim to ROS 2

Wow, I’m surprised this is the first time this was noticed. There is an undocumented (we will fix that) parameter minDistBetweenEchos. It defaults to 0.4, but it needs to be <= nearRangeM if you want nearRangeM to work!

After adding that parameter, I was able to see near points.
