Do you use development kit or custom board?
and Have you tried to flash entire board by SDK Manager before flashing your image?
no, in myself board,and not by SDK Manger befroe flashing your image, i use Linux_for_Tegra flash.sh
There is no update from you for a period, assuming this is not an issue any more.

Could you try to compare flash process with the development kit?
from your console log:
“Cannot find any partition table for xxxxxxxx” looks abnormal partition table
