Yes,
LSB is still expected by the flexlm utils to work with the PGI Linux compilers.
However, we have been having some success on Linux systems like
Ubuntu if you instead do the following
ln -s /lib64/ld-linux-x86-64.so.2 /lib64/ld-lsb-x86-64.so.3
