NVCC failing to compile on CUDA 10.2, Visual Studio 2019. Exited with code 255

I’ve installed Visual Studio 2019 Community and the CUDA dev toolkit 10.2 on my PC. When I create a new CUDA runtime project and try to run any code - be it an empty kernel or the sample code provided automatically, I get a build error

Is this a linker issue? How can I fix it?
