NVFBC issues with the latest versions of Vulkan loader

Hey everyone, I’ve found a problem with the NVIDIA driver when using NVFBC and using the latest vulkan-loader from Khronos.

I suspect there is possible regression or something in https://github.com/Khrono…sGroup/Vulkan-Loader/commit/232c6977d2017442dec6abe78fd62222f8d0a333 (more info https://bugs.archlinux.org/task/74211). @MarkY-LunarG could it be that there is a typo or a copy-paste issue here? I found that seems replace `inst->app_api_major_version > 1` to `inst->app_api_major_version >= 1` probably may be enough for fixing (This probably partially returns the previous loader behavior). The test patch in https://bugs.archlinux.org/task/74211#comment207243 enough for help at least. I'm not a programmer and I don't know what consequences this may have on the operation of applications. And sorry if this is not the right place for questions.

It doesn’t matter which of the GPU’s I use or driver I use, NVFBC just doesn’t work. They have tracked it down to the driver and can patch the driver directly to restore functionality but it’s probably best if it’s officially fixed.
