Nvidia binary driver unable to acquire REALTIME Vulkan queue on latest 550 driver release

Vulkan applications with the proper syscap EIP set are unable to request a Vulkan Compute queue with realtime priority on Nvidia proprietary drivers. This feature was advertised present in the 470 series changelogs but has since disappeared, the highest priority available is now simply medium.

Tested on the open kernel modules and the closed source ones with the same result.

This specific behavior is required for XR compositors to allow reprojection shaders to durably function under high GPU load.

All other mesa drivers function as expected here.
