NVIDIA driver not loaded 18.04.04 Nvidia 1070

I am setting up a machine for machine learning. It has integrated graphics and an EVGA 1070 Hybrid card. The motherboard is Gigabyte H310M S2H 2.0.

I have done:
sudo add-apt-repository ppa:graphics-drivers
sudo apt-get update
sudo apt-get install nvidia-driver-440
sudo apt install nvidia-cuda-toolkit

nvidia-smi gives:
NVIDIA-SMI has failed because it couldn’t communicate with the NVIDIA driver. Make sure that the latest NVIDIA driver is installed and running.

lspci doesn’t list the graphics card:

I have disabled secure boot (CSM disabled in bios)
I can’t see anything else in the bios that would cause the 1070 card to be ignored.

I have tried with and without nvidia-graphics-drivers.conf that contains
blacklist nouveau
blacklist lbm-nouveau
alias nouveau off
alias lbm-nouveau off

I have obviously rebooted.
