So we have UEFI firmware version 36.4.3. We flashed the official JetPack 6.1 SD card image on multiple SD cards(two different brands and were all brand new). With one of the SD cards, we would at least get to the screen with the input of what language and location you are at, but after putting in our name and password, it would give this error:
Then we tried using the same company’s SD card(Sandisk) and another group used the same type of SD card with using the same software to flash(Balena Etcher), and then we got this screen:

We recommend to set up native 20.04 later ubuntu and install sdk manager to full flash your device.
