Nvidia Shield TV stock firmware reflash

Hi newbie here so sorry if I am not asking in the right place. Unfortunately my 2015 16gb Nvidia shield tv is on an endless boot loop so I can’t get into the system, so I thought I would reflash the firmware and have a couple of question that hopefully someone may be able to answer.

  1. Can I use a micro usb to usb A cable to connect to the laptop or does it have to be USB A to USB A cable.
  2. One of the pre Prerequisites is Ensure USB debugging is enabled, but how can I enable that if I cant load the Shield tv up?
