Previously there is a similar topic at Omniverse install error - #6 by Jiucao.
Instead of related to regional/language settings, in my opinion, it looks more like Omniverse apps are not using filename functions that support wide characters in unicode. Throw them filenames in Japanese or Chinese, and they will show errors, or create filenames in wrong characters that indicate a mistaken conversion from MBCS to ISO-8859-1.
It will be a critical issue if Omniverse is going to be widely used in Asia.
