OpenCV 3.1?

Hello,

Can someone tell me what the difference between OpenCV 3.1 and 2.4.13? and is the latest 3.1 able to run on the Tx1?

Also do I have to uninstall current version in order to upgrade to either?
And how is best to uninstall the current version? ubuntu software center or script?
