Orin NX USB 3.2 gen2 P0 problem

We use Orin NX design carrier board, Orin NX USB 3.2 have 3 port(P0,P1,P2), this port all is GEN2 right?
Use sdkmanager flash, just P0 can work, this port is GEN2 speed, no problem. but we open P1,P2 port, P0 speed will down to GEN1. what is the situation.
