Over the air system update for tegra X2

Hi
On tegra X2 we need to update OTA, because our systems are closed and water tight (we do have a recovery port but it’s not for our customers).
We want to update our L4T to a new one.
Because of the adsp-fw partition which was not mandatory at some point and now it is on new releases, we cannot boot if we use our old partition table.
We want to update our system through Wifi connection, and it seems that partitions can only be updated by usb recovery mode.
Is it a way to create a partition at runtime?
We would then reduce an existing partition, create the “adsp-fw” partition and then copy “adsp-fw.bin” in it.
