Patch for PCN206440 - Jetpack 4.2.3

Hi,
We are looking for PCN206440 patch for Jetpack 4.2.3. We recently started receiving TX2 D02 modules and the flashing process fails. We would prefer to use the same jetpack version, instead of upgrading to a different Jetpack version.
