The BSP version of the machine is 28.2.1, and the official patch is also used, but the d02 cannot be burned

I think overlays did not have support in R28.x. My guess is that you should first update to R32.x. If not, then update the entire device tree and not try to use overlays.
Isn’t the official patch and announcement intended to solve this problem
Not quite sure if it’s related with the PCN overlay patch.
Suggest to move your entire BSP to newer one to confirm that D02 moduel is workable.
