Performance level over 1 not available even on high GPU load, Driver version 396.26

I’m using Linux Ubuntu 16.04 HWE kernel 4.13 and have installed the current Nvidia 396.26 driver through graphics-drivers/ppa to be able to use CUDA 9.2 (CUDA 9.2 is not working with Nvidia 390.xx).

The problem is I don’t get over Performance level 1 in “Nvidia X Server settings”. Setting to “Prefer Maximum Performance” in PowerMizer Settings (confirms by showing “Current Mode: Prefer Maximum Performance”) has no effect. GPU Utilization on load climbs to 100%, but “Performance Level” stays at 1 and GPU temperature stays low (as expected when running on lower graphics clock).
“sudo nvidia-settings -a [gpu:0]/GPUPowerMizerMode=1” in a terminal does not change Performance level as well.

Nvidia driver 390.59 doesn’t have this problem.

Graphics card is a “Palit GeForce GTX 1060 Super JetStream, 3GB GDDR5”
