how to use Gstremer in Jetson TK1 to make the realtime camera video capture and push to internet service possible ?

Check the “Multimedia User Guide” in the release page https://developer.nvidia.com/embedded/linux-tegra. That lists several GST commands for different use cases. Maybe one of those helps you further.
