Question about USB signals on latest A04 Jetson Orin NX Carrier Board

On page 6 of the Carrier Board schematic it shows USBSS1 signals being wired up to the USB-C port which is connected to USB0 (the 2.0 port) for debug. Why use the SS1 signals here and not the SS0 signals? We are designing a carrier board that needs USB 3.2 hubs on USB1 and USB2. So is it acceptable to use SS0 signals with USB1 and SS2 signals with USB2 then?
