Yes, it can happen. I always copy the message (ctrl-A ctrl-C) before sending it, and check whether the post was successful.
Depending on your browser (I know Firefox and Chrome are able) you can also hit refresh when you receive the error and it will re-submit your post.
Yes, refresh would do a resend, but still it’s a bug in my dictionary.
