Where is the key combination for entering recovery mode defined? Is it configurable?

Just hold pressing recovery pin and then power on or reset, then release recovery pin. It is not configurable.

If you are looking for a programmatic way to do this, then on a running system try:
sudo reboot --force forced-recovery

I was hoping to re-purpose a this force recovery / volume UP button for another startup task.

I need to change plans.

The recovery pin is not GPIO and is not intended to be repurposed. The volume UP button can be used for any purpose.
