I’m not sure what you mean by “implementing ROS on the TX1”. You can install ROS on the TX1 and explore it. You’ll need L4T 24.2 (installed by JetPack 2.3). Here’s instructions for installing ROS on the TX1:

The process there installs ros-base, you can modify the scripts to add desktop and desktop-full if desired.
