RTX3080 GPU not detected, ubuntu 18.04

Problem 1: the computer can’t start normally when the T4 GPU card is inserted into the computer, which shows that the computer fan is rotating, but it can’t enter the BIOS page and the hard disk doesn’t rotate.
Problem 2: when the computer is plugged in the RTX3080 GPU card, the computer can start normally,but it can’t recognize that the RTX3080 card is installed. Other GPU cards can be identified, such as gtx1050ti and gtx1080ti cards.

The computer configuration is as follows:
central processor:2Intel Xeon E5-2667(2.9GHz 15MB 1333MHz 6 cores);
Memory:48GB (6x8GB) DDR3 RDIMM,1333MHz;
Hard disk:2
600G SAS(15000RPM);
The original operating system was “Win7 Ultimate 64 bit Chinese version”,Then installed Ubuntu 18.04.

What are the reasons for the above two questions? What are the requirements of T4 and RTX3080 for the computer running it?

The T4 needs “above 4G decoding” enabled, CSM disabled in bios and an EFI boot to fully work. Also needs an additional fann if not installed in a gpu server.
For the 3080, please run nvidia-bug-report.sh as root and attach the resulting nvidia-bug-report.log.gz file to your post.
