SDK Manager Flashing is failing with libvisionworks

I have the same problem as the OP on SDK Manager 1.1.0.6343, when trying to install JetPack 4.3 on a target. My account is able to sudo on my host, and the account on the target is able to sudo on the target. My VisionWorks downloads on the host show that I have 500n and 501 for both amd64 and arm64 (below).

In order to get apt-cache showpkg libvisionworks-dev on the host to show both version 500n and 501 entries, I had to rebuild the apt cache using the instructions here. However, even after that, I got an error that:

10:30:04 ERROR : VisionWorks on Host : E: Packages were downgraded and -y was used without --allow-downgrades.

In order to work around that, I had to do sudo apt remove -y libvisionworks\* on the host. I was then able to install some of VisionWorks, but still got several errors:

The installation of VisionWorks still reports an error.

Also, I do not have a checkbox to skip just VisionWorks for some reason:

Any ideas? Is this perhaps an sdkmanager bug? Has sdkmanager perhaps gotten out of sync with the package repositories?
