why does it when i flash to new recovery image or reboot (cut power), it keep saying Feb 1, 00:00:00 2000?

is there a way to make sure it keep the proper clock

Jetson TK1 doeas not have battery-backed RTC. You can keep the proper clock to add ntpdate to init scripts or more difficult, you can use DS3231 battery backed via I2C/GPIO.
