Slow sudo apt dist-upgrade

I am upgrading my jetson nano from jetpack4.3 to 4.4 but I am receiving very slow speed while my net speed is quite fast in comparison.
Any suggestion?

Yes the issue persists while updating device as well.

Check the screenshot, the slow network speed happens when downloading from ports.ubuntu.com.
The server is not hosted by Nvidia.
