software sees dual-GPU system as 2 x the same GPU

I have two GTX 1080 cards. I’ve used them for years now in blender and other 3d software. At some point, blender started seeing 2 gpu’s, but it enumerates the same card twice. Every other piece of software does the same thing.

but, nvidia-smi sees both cards, as well as other nvidia tools.

Any ideas what is going on? What is the right forum to ask about this?
