Some necessary files can only be found in samples, not in the main installation

There is a file cutil_inline_runtime.h that i can find only in samples. There are many other such files. Why there is no such file in main include folder?

cutil_inline_runtime.h is only for use in the samples. NVIDIA discourages the use of cutil in your own programs.
