I have an additional question now since I am getting some errors when using SDK manager on a Ubuntu 18.04 Host PC to install Drive Software 10 and Ubuntu 10 onto my target system.

Should I have my Drive AGX Xavier turned off or on while performing “Step 3 - Setup Process” in SDK Manager on my host?

What do you mean “Ubuntu 10”? The target system is on or off doesn’t matter (it will remind you to power on it right before flashing).

No, SDK Manager should take care of everything.
