System can not turn off on Jetson Xavier NX

Jetson Xavier NX Boot up normal，and system run normal，but SHUTDOWN_REQ signal is not used after system turn off，I want to ask when there is no SHUTDOWN_REQ signal

Just discuss it based on my memory.
SHUTDOWN_REQ* comes from a latch on module, but the shutdown ultimately needs the power logic or MCU on the carrier board to achieve.
If you can set up a comparison test to prove that the module is good, and you happen to be using it on a custom carrier board, you should check power logic of carrier board.
