Dear NV team,
.The tcp port is blocked by a previous node process. When we change
the port number in index.js, it worked as usual until the Jetson is
restarted, then those port that we changed to will now be blocked
instead. We thus need to reset the ports every time we restarted.

I have no idea about that, but if you could provide a way to reproduce this, then I’m sure it would help. For example, what is running which blocks? What software is index.js from? What is it you do to “reset the ports”?
